Someone help me with Field Goals

Does the kicker get to decide where they set the ball after the snap?

It seems to me that I remember it used to be placed 7 yards from the LOS. But recently it seems like they are setting it at 8 yards. Is this a rule change, or a kicker preference or what?

they can snap it 25 yards back if they a capable.....more likely than not it is the coach compensating for a kicker with a low trajectory. What kicker was this?
