Actually they do. They are estimated to have $58MM in cap space after this season per Over the Cap. Top 15 in the league which is where Philly was.
Dallas isn't a contender enough to justify 16mil for a cb.
CAR has some DLs coming up for paydays soon. They're passing on Norman because what he wants won't fit into what they have available. And apparently he was unhappy enough with the $14MM he'd have gotten this year that they thought it would cause bad blood.
I'm not sure what the Commanders' cap situation is, but it had better be pretty loose if they're making long-term room for him like this. They think they've got a QB to sign long-term, too. It seems like an unnecessary risk to me, but it's the Commanders. Let's hope they do it and then hope they regret it.

Revis average contract is $14MM per year from the Jets. $39MM guaranteed.
Sherman's average contract is $14MM per with $40MM guaranteed.
Peterson's average is $14MM per with $47MM guaranteed.
Norman is good. But I am not sure he's better than any of those three to command $16MM a year on average.

So what? Just because the cap has gone up doesn't mean you have to pay a lesser player more than the three top CBs on the market.
Norman isn't worth $16MM a year. He just isn't. And before you paint me as one of these guys that is fearful of spending FA money, I've been banging the drum all offseason that the Cowboys have gone too cheap. But giving into what Norman wants is absurd IMO.
