He’s under the tag but not under contract.Keep in mind.....as of March, his current contract expires. How can he "hold out" with a contract?
He can negotiate with other teams beginning March 11th and can also negotiate a long term contract with the Cowboys, which Stephen indicated today seems unlikely.
The deadline to negotiate a long term deal is July 15th. After that he plays on the one year deal unless he refuses to sign, which is when a “hold out” begins.
If he doesn’t sign by week ten he loses a year of eligibility and is unpaid for missed games
A player who hasn’t signed the tender is not required to attend OTAs (mid-May) or required minicamps (mid-June). If they don’t report to actual training camp (late July), they can be fined.
People call that “holding out”, but that’s not the actual case. He’s just choosing not to attend.
