That's the main thing. He's a good player, he's probably worth 6-7 per year and he fits the team well. He's just not important enough or irreplaceable enough to warrant this team paying that kind of money. Someone can be found in the draft to do what he's asked to do for a fraction of the price and a relatively low pick(3rd-4th).

TWill can't throw the ball to himself. Watch the film, the dude gets open a ton. He's a sharp route runner and a great blocker. He's not a No. 1, but he's a high end No. 2. He beats the second corner on other teams when they play man more often than not.
He just gets squeezed out because we have four other options to get the ball to on any given play. He's probably worth that money, just not worth it to Dallas. If he went somewhere he could be the legit second option, he'd produce 1,000-yard seasons.
