No the order of blame goes like this:

1) O-line/Injuries
2) Garrett's obsession with long passes and routes that require time to develop.
3) Turnovers resulted by #1
4) Penalties/Coaching

Had the O-line stayed in tact and played better, Garrett's obsessive long plays would work, but since that wasn't the case the obvious problem is Garrett's inability to makes changes to his one page game sheet...

The blame is more like this:
