Instead of just banning them, why don't they help come up with a solution to help protect the old city streets? Some kind of system for bag transportation? This can't be good for older tourist...

Went to Japan recently and just about every hotel had a service for sending your bag ahead, and it was ridiculously cheap. We sent a bag from Osaka to Tokyo for 12 bucks American and it was waiting for us, in our room, when we got to our hotel there.

I read a couple of the comments. Sounds like it's only on commercial carts. Doesn't affect tourist.
