So how does this work? Are all released players FA's and free to sign where they choose or do teams follow the last draft's order?

Any team can grab em in waivers, theres a set order to waivers, dont know what that is. The league office handles that. Once you clear waivers, you are free to talk to any and all teams as a FA.

The order waiver claims is per the draft order. Or it use to be. And yes they are FA's if they clear waivers. Also I believe the contract is the same until they clear waivers. That is why you do not see hight priced veterens being claimed as much. Again, that was the way it used to be. Probably still the same.
