I'd be interested at grabbing him in the 3rd if we don't go QB in the 1st. I think he's likely a late 3rd/early 4th type of guy, depending on how this draft shakes out perhaps a little later, but would be willing to pay a slight premium. I like that he's experienced in a pro-style offense and he has a GREAT arm. Downside is he hasn't been speculator in college despite being in a pro-style offense and his play diminishes under pressure from what I've seen. Good front 7's get in his head and hurt his play... Regardless, I like the upside. Perhaps he hasn't been surrounded by the best talent at Penn, he makes solid decisions in the pocket and from everything I've read is an excellent locker room guy. Worst case, he's a strong backup QB. Best case, he is able to raise his game to compete in the NFL. Don't forget that after his freshman season he was being hailed as a potential #1 overall pick with analysts comparing his playing style to a mesh between Tom Brady and Andrew Luck... If he can recapture that lightning, it'd be a steal. I don't see that though, the most apt player comparison is likely a mesh between Palmer and Cutler.
