Remember they don't care who wins or loses, the line is an attempt to get in to equal out so they can skim the top. Giving the skins 12 points probably equals out the monies.

The Cowboys are underdogs because the public views them as equals to the Seahawks. Whether both teams are good or average or below is up for debate.
