The other disagreement I have is that rookie QBs recently have made significant contributions to good teams and bad teams. Rookie Brady Tom helped his team, all the way to the big game. Rookie Roethlisberger helped his team almost all the way, and was playing that year with an injured thumb.
Last year, Leinart and Young helped bad teams get better.
Andrew Woodward would have helped me if he'd told me Brad Johnson's preseason QB rating.
Another consideration is that, if Moore safely reaches our practice squad, he's still available for any teams that suffer injuries during the season.

And yes, you are correct, even if he were to make the PS, any team could still claim him.
Regardless of all this, however, it sounds as though Moore has been picked up by the Panthers, and Bartel will be signed to the PS. Looks like it was a tough decision to make after all, one that hopefully doesn't come back to bite them.
