Sounds plausible. But I don't think that's any different from what he's been doing for years now. Plus, there is an expected outcome in those kind of situations that has nothing to do with the quarterback. The plays are designed to be executed a certain way, and ideally Bill, Tony and Jason would all make the exact same call if you quizzed them independently. There's no independent thought from Romo, just discernment and decision making. Jerry's quote makes it sound like Tony gets the call, and says, "to heck with this" and just throws in an entirely different formation, play, etc. Maybe he
can do that, I don't know. I just find it hard to believe that even if he does do it, that he's doing it all the time and is in effect our offensive coordinator.
