It's easy to choose the top team(s), but it's also not so simple to choose the team(s) at the bottom. You just can't look at win/loose rates all the time. How often have teams at the bottom ended up on the top ...
Everyone knows that injuries (physical), contractual disputes, coaching (coaches must believe in their teams, and vis-versa), substance abuse (biological/chemical impairments), and in some instances just plain bad luck; just to mention a few reasons to get the unpopular title of worst team in the league. Fortunately, fan expectations are not among those reasons. While "team standings" is not solely a determining factor, realistically it is a good indicator.
Although several teams could be clumped into the bottom five, I would have to pin the title on the Miami Dolphins, with the Arizona Cardinals running neck-to-neck.
Any other thoughts?
