That's correct but the first two picks in the second round signed guaranteed contracts and it created a logjam among the remaining round two picks. Florio explains it better than I can -Aren’t rookie deals like standard/slotted?

Cleveland has to over pay, because no one wants to be there.The issue is that the teams with the 1 and 2nd picks received fully guaranteed deals rather than the standard slotted deal which is not fully guaranteed
The Browns started this by signing Carson Swesinger to an unprecedented fully guaranteed deal.
