Why hasn't our 2nd Round pick signed yet?

That's correct but the first two picks in the second round signed guaranteed contracts and it created a logjam among the remaining round two picks. Florio explains it better than I can -

Thanks for that. As I posted earlier today, and in the past, the system is a bit flawed.

First rounders get screwed with the fifth year option. Teams get beat by only controlling other picks for four years, but can’t extend them until after year three. Why?

I think it’s a fair trade to dump the franchise tags and give team control for five years on every player. No more, no less.
 
They're going to start something then it'll be the 3rd round picks wanting all their money
 
The issue is that the teams with the 1 and 2nd picks received fully guaranteed deals rather than the standard slotted deal which is not fully guaranteed

The Browns started this by signing Carson Swesinger to an unprecedented fully guaranteed deal.

Y'all complain about our front office but, wow, over there in Cleveland -- they really mess stuff up for themselves and the rest of the league.
