Seen this listed. that he has been designated to return from IR.

So does this mean he is returning, when they activate him.
Or does it mean they are just naming him as eligible to do so, if they decide to.
not sure how that works. I did not think they had to announce or name the player. Just name him as one of the 2 once they decide to do so.

It is very similar to the PUP

They can start practicing after 6 weeks and return to the roster after 8 weeks
Teams can designate 2 players per year to return
Once the designate a player to return they have 3 weeks to activate him or he reverts back to fulltime IR
 
That's an interesting possibility. Brown is 6'2, 225 and probably has the frame to add 10-15 more pounds. That would make him about the size of a Jordan Reed-type TE. What it comes down to is if the Cowboys think Brown can have TE-type strength and if he can be fast enough at a heavier weight.

I would keep him at receiver. He can be a big possession guy to go along with Amari Cooper and Michael Gallup's speed.
Delanie Walker type. Can play in-line tight end, slot tight end, fullback, offset f-back, or motion h-back.

He's not fast enough to be a WR or quick enough to be a slot receiver.

He ran a 4.55. He’s a Dez clone. Just needs experience.
