    10 OBSERVATIONS FROM THE COWBOYS OFF-SEASON: With organized team activities completed and mini camp beginning, SportsDayDFW.com special contributor Jon Machota

    1) Jason Garrett is no longer calling the offensive plays. Offensive coordinator and offensive line coach Bill Callahan was calling them at OTAs and it appears he will be doing the same during the 2013 season. With Callahan’s background being the offensive line, expect the Cowboys to put more of an emphasis on the run game than they have in the past.

    2) Losing play-calling responsibilities sure looks like another sign that Jerry Jones is calling all the shots and Garrett has very little say any more. Consecutive 8-8 seasons will do that in Jones’ world. But Garrett said Tuesday that the entire Cowboys organization makes “collective decisions.” Garrett then added: “We always have and we always will.” But doesn’t Garrett care about what it looks like from the outside? Not really. “Perception doesn’t matter to me a whole lot,” he said. “Doing my job to the best of my ability matters the most.”

    3) Because of so many injuries last season, the Cowboys are being extra cautious with certain players during off-season workouts. Tony Romo, DeMarcus Ware, Mackenzy Bernadeau and Joseph Randle haven’t participated because of off-season surgeries, and several players like Miles Austin, Jay Ratliff, DeMarco Murray and Anthony Spencer have been limited to prevent them from suffering any setbacks. Expect all to be ready for training camp next month.

    4) Dez Bryant continues to show signs that he’s on the right path to becoming one of the league’s top receivers. Bryant has caught just about everything thrown in his direction during OTAs and even his route running looks sharper. Most importantly, he’s healthy and staying clear of trouble off the field. It's possible that Bryant could improve in every major statistical category for the fourth consecutive season.
