Question I have was how was that merchant ship allowed to get so close.

Neither vessel involved can turn on a dime, but it is still a mystery how the carrier allowed another foreign vessel to get so close. Luckily no one wasn't injured or killed and the carrier did not sustain significant damage. But someone is going to get a good grilling from his superior officers.

once upon a time, no matter what the circumstances, this inevitably got the captain relieved. The BIG question is how was this allowed to happen. Letting ANY FOREIGN SHIP get this close to a carrier should not happen.
