The sport is predicated entirely on play within set boundaries. If that principle is thrown into doubt, ALL rulings based on whether a player is or is not inbounds is placed in jeopardy.

That doesn’t answer the question. So if a player steps 1 foot out of bounds and comes back in and makes a tackle should that not be a penalty? Why is it only a penalty if you touch the ball.
According to your boundaries theory this should extend to everyone on the field.
