Well when your coach is standing on the sidelines like a statue in a trance like State it's hard to realize what's going on he might not have won it but I would have at least on the flag unless he's afraid to and get another penalty on him again for throwing the flag and I've seen other coaches through far worse than that in front of the official and not get called either

Why does it seem that the referees only Call pick plays against the Cowboys? Every team does it, but never get called.

and the few instances we do run it it's very sloppy like they never practice it. But like you said teams like the Seahawks and Packers revolve their offense around that all game.
