Not one minority coach has ever gotten a head coach gig because the Owner had to interview him because of the Rooney rule.

Black/minority coaches don't get many HC opportunities in the league already (I don't think there has been a season where there were more than 5 coaches in the NFL). Most NFL owners are all about the network of people they know and are familiar with despite there being plenty of assistants and coordinators on every team with potential. This is all my opinion but I honestly don't see Jerry being any different, considering he's probably deeply entrenched in that network.

Is he? Lewis has a worse winning percentage, is 0-7 in playoff games, and has one COTY award (same as JG).

16 years as a head coach and still hasn't won a playoff game.
