I watched Malik Hooker's interview today. He impressed me with his words. He shows he possesses qualities that make him a game-changer just as he says... Intelligent, patient, good teammate. I can't wait to see him show out in the season.

His highlights show a player with great hand-eye coordination and awareness of where the football is. He also has some amazing hands for catching the ball for interceptions. Health is the obvious issue, but if he’s playing, guys like he, Diggs, and Kazee should definitely help to increase turnover numbers.
Health is big. So is communication. He makes plays but he doesn't strike me as someone who can QB the secondary.

I cannot speak to that particular attribute in him, but I agree with you that a stabilizing force is needed back there. Kazee might have more of that, along with experience in Quinn’s defense which may make the difference between who’s playing more.
