As for disks, they will get smaller first in the form of SSD being standard. So, 1-2 TB will be good for some time.
I'm guessing you mean $250 as that's because all AMD chips top out about that price. At that price, Intel gets whipped on *almost* every single benchmark by AMD. They are making hybrid drives.
