It would in the sense that Dallas could treat week 18 as a bye. But if the Eagles manage to lose to the Saints (doubtful) they certainly could lose to the Giants.

Either way, it will play itself out this week.

As the article mentioned though, if the Cowboys win, the Eagles lose and the Giants win this week, the Giants have nothing to gain from trying to beat the Eagles in the last game so they will likely rest their players while the Eagles would be playing to win.

The relevance of the last week of games will not be known until Cowboys, Eagles and Giants play their games this week.
