Can someone explain waivers and practice squads?

Is the following correct, in theory...

• The Cowboys draft Courtney Brown.
• Courtney Brown goes through training camp with the Cowboys.
• The Cowboys waive Courtney Brown, hoping to assign him to their practice squad.
• The Commanders claim Courtney Brown off waivers and assign him to their practice squad.
 
I believe you are correct except at the end, he must be signed to the 53 man roster and not the Commanders PS

If the Commanders claim Brown off of waivers they have to put him on their 53 man roster. He cannot go on their practice squad. Once he clears waivers, any team can sign him to either their 53 man roster or their PS.
 
In theory, Brown would fight tooth and nail to stay on the Dallas practice squad rather than on the Commanders 53.
 
So, they have to sign him to their roster even though they aren't signing him from another team's practice squad?
 
if you claim a guy off waivers he must be on the 53 man roster
once he clears waivers any team could sign him for their roster or their p.s.
if you claim another teams player off their p.s. he must be on the 53 man roster
 
If nobody claimed him off waivers, he could sign a practice-squad contract with the Commanders, even if we wanted him on our practice squad.

Most of the time, a player in that situation will choose to stay with the same team because he already knows the plays, etc.
 
Thought it was $75,000 but $80,000 could be right. Last time I heard that minimum PS payment was $70,000 but Cowboys don't pay the minimum.
 
Ah. So NO ONE can put a player on their PS until he's cleared waivers. If you claim a player off waivers or a PS he must remain on the roster of 53. Cool. That clears things up a bit for me as far as the final roster.

I think we'll keep two QBs and one FB, unless Anderson turns out to be a special teams demon, which he may. I can't see too many teams signing an undrafted rookie QB just claimed off waivers to their rosters.

I like the idea of keeping Moore, whether on the roster or the PS, and grooming him for the backup role with the hopes that he'll be good enough to trade for a day one pick down the road.

Everyone with contact with Jason Garrett from what I've heard says that he loves Anderson. That he thinks Anderson is the most explosive blocker and can catch out of the backfield. The game that Daryl Johnston covered, he just raved about the guy. I don't see how he doesn't make the squad.
