The SportsLine picks are not who will win or lose, but rather whether or not a team will cover the point spread. Here is a quote from the top of the page:

The SportsLine picks are not who will win or lose, but rather whether or not a team will cover the point spread.

Washington is favored by three points, so picking against us is picking us to lose by at least four. And Harmon has picked us to lose almost every single week. He says we'll lose 24-20 this week and says the Giants will beat the Chiefs 26-24 because of Eli Manning.
