Had he been higher on their draft board, he would have been drafted.

Cowboys had these draft picks:

Round 3 Pick 87 - LB Marist Liufau Notre Dame
Round 5 Pick 174 - CB Caelen Carson Wake Forest

Allen was drafted with pick 134. There weren't close to being in a position to draft him.
