For my knowledge they give the home team 3 automatically. So if Dallas is a 3 point favorite-minus the 3 they give Tampa for being home equals zero. But if Vegas does count the 3. I guess it could be considered 6.

You’re also not counting the 3 Dallas would get if they were the home team. Which would make them -9. If the cowboys were at home.
