You're the owner of this team, explain a reasonable offer to said Free Agent, or to the players agent

For example, we're interested in the top free agent LB, knowing he's the top, we offer him 4yr 19 million dollar deal??

They offered Wagner close to the vet minimum last off-season. According to Fisher so take it for what it is worth.

What does that tell you?

I believe Jerry and Steven just don't want or like to sign a $40- 50 million dollar signing bonus check to any player they don't have a personal relationship with and there's also a problem when they sign their own players to huge extensions because of their close relationship to certain players or keep certain players after everyone can see that an individual player just doesn't have it anymore and they can't bring themselves to part ways with a player...So many things done in this organization are just head scratchers mostly because of personal relationships(Jerry and Steven to close to players)....

A Cowboys reasonable is $1000 a game, a membership to the Cowboys Gym and maybe free burrito at Valeries once a month..... maybe throw in a smoke and a pancake....for fun...

We don’t ever overpay. Nor do we seem to offer more than one year deals

An offer high enough to say you made an offer but also an offer low enough that there is 0 chance they sign.

There is also the little detail that they don’t know how to evaluate football talent. So by not signing good players that cost real money, they limit their mistakes. That’s also why they always chase injured players that other teams avoid. They can get good players that are injured at a reduced cost. Problem is it usually turns out all the other teams were right. LVE (who missed a lot of time), Jaylon Smith, Sean Lee are few examples.

It's called the Cowboys coefficient. Estimated at .58

And a ride on their yacht. He caved and threw that in last minute.

What exactly are you asking here? Are you asking what their definition of a fair offer is?
