FA they should sign that won't effect the teams Comp Pick Formula

It seems like the front office is super into gaining comp picks and using those to trade for players other teams don't want anymore. Like Gilly and Cooks. I actually really liked those two moves so I can't complain about that. I just wish they would spend big on 1 FA per year, just to appease people a little bit.
If the players have been cut they don't effect the formula.
If the player cost less than 2 million, I don't think it effects the formula either.

I would think, they can make a couple trades after the draft before teams cut some of the veteran players they were holding onto as a just in case placeholder. Add what you can through the draft and fill the rest of the roster holes with 5-7 round draft pick trades. Those picks will be restored with comp picks before the 2025 draft comes around.

You sign a cheap WR like him so when you cut Gallup and draft. You aren't forced into getting a WR and can go BPA. I'm not saying to not draft a WR but at least your not forced to. He is also a backup Punt Returner, incase Turpin gets Injured.
