I've opened up my PC and checked it out while it was running. Does anyone know how to fix GPU fans?

Make sure there isn't any dust clogging it up. If that doesn't fix it go to the card's manufactor's website and see if you can order a new one.

Depending on what kind of card it is, make sure it is getting proper power and vaccum it out.

It could just be cooked.
