How are seats numbered in Tx Stadium?

Does anyone know how they number seats at Texas Stadium?

I've seen some tickets in the lower section with seat numbers in the single digits and then the next section over the numbers are in the 100's.

I also saw a site listing tickets in sec 8 with numbers 109/110 and then the next row up the numbers were 11/12. How does that work?

Why are there single digits seat numbers and triple digit seat numbers in the same section?
