"Clean cut" cut offs or the ripped look? The Clean cut is more aesthetically pleasing than that ripped stringy look.

many sites like http://bluehost.com (cheap and gives you lots and lots of stuff, support sucks) or http://jbservers.net (fair pay for what you get but you are limited when compared to "unlimited" but their support rocks totally) will have a process that can go like this:

sign up - and pick your domain name.
it will be registered and they will host it for you
they will provide log on details like
http://www.yoursitename.com/cpanel

you log in here and can create a JOOMLA content management site with a few clicks.

you can go to www.rockettheme.com and pick out a template you like and change the entire look/feel of the site.

you can then go to http://extensions.joomla.org and find componants and modules you want on the site and install them.

done.

i did a site for my travian alliance over the weekend and have a chat room, forums, social community - and a great look from a warcraft skin that fit well.

www.renegaderadio.net/community is a joomla based site - not pimping my site, but showing an example of what you can do.
