Internet/Cable Bill Problem - Advice Needed

A relative of mine is having a big problem with his internet/phone/cable provider. In April they split his internet/cable and his phone bill but have only been sending him a bill for his phone (which is still ridiculously high - like $50-60 per month). He pays his bills automatically over the internet and didn't notice the change.

Well, he's had internet and cable problems the past couple of weeks and finally called the provider. They then tell him he hasn't been paying his internet and cable bill for the past six months (even though they weren't sending him a bill for that) so it's now in collections.

1) Why didn't they contact him during this six months to tell him his internet/cable was unpaid, and don't they usually cut off your service after two-three months of unpaid service?

2) Why would they split his service onto multiple bills, and then only send one of them to him?

3) Why would they even split his bill, anyway?

This whole thing seems really fishy, or really slimy. The provider will not work with him on this, and he was told to just settle with collections. But considering the ridiculousness of this, is there any recourse for him now, or does he really have no legal ground to stand on and has no choice but to pay this (over $600) AND have it mess up his credit?
