Many would get paid more via the NIL that what they'd get in the NFL next year

The portal and NIL has changed everything about college sports
My daughter is a soph in HS and would like to play college ball - unless you are top of the top, good D1 schools are likely to be out of reach as a freshman. Many are getting players from portal and the freshman spot is becoming less and less.
Juco might be the best route these days to a D1 school later on.
