Yes he did.

He did say it last year but the Cowboys were not on NBC on preseason in 06. Their only national television appearance last year was against the saints on MNF. Therefore the original statement that Madden not seeing the Boys play because NBC is not showing any Cowboys games is irrelevent since NBC's non-preseason coverage of the Cowboys last year did not prevent him from commenting on it.
