Microsoft FrontPage is a pretty good user interface for creating websites.

Google Page Creator is an online app, and it's completely free. I use it all the time when I want to put together a simple website for someone. No Coding skills necessary.

That's a good deal, but if they've got the whole kit and kaboodle, get it. Cretive Suites 2.3 is a beast of a software package. If you can find it for a good price, you'll never look back. Let that Mac do what its good at...you do use a Mac, right?
