There are usually around 15-19 first round grades so this lines up. He lists 3 OTs - the usuals from most rankings. The top 3 QBs at the top. A couple of CBs.

None are likely to fall to 24.
 
I'd probably have a few more than that.
That is about average.
You also have to factor in reaches and some draft boards evaluating other players differently. And now and then the plain puzzling what the hell pick.
On a normal basis by 24 whoever left is not a first rd talent; and if he is there are red flags of some kind
That is why a lot of the time its worthwhile to trade down and get more picks if you can. Most of the time the meat of any draft is early second to mid fourth.
