This is so odd. Most buildings with elevators, the concrete shaft is poured first even before the outer iron work "skeleton" is started. Then after the 3rd or 4th floor gets poured, the elevator contractor goes in and rigs-up at minimum, an open-sided wooden platform called a "skip-jack", that's used to haul works and light equipment.

How did some outside Co not inquire who had the contract, and go..."ummm....hey guys?"
