I think Harris is similar to Bess.

The issue with Bess is money.

He has low WR1 to high WR2 talent but his contract is for one more year only. He's not valuable enough to franchise tag and too good to simply let go.

The Dolphins are just trying to avoid a headache here imho.

Not only that but they are wanting a 4th or 5th for him. I'd rather take a guy like Josh Boyce in those rounds and not have to pay him like Bess. I mean there are QBs that people aren't giving up 4ths for.
