Need information on defense...

Just read a post on the Packers board that OLB H. Navies was released by the Packers and his coach stated that he doesn't fit the team's 4-3 defense
and that he would do well in an "under defense" instead of a "over defense".

Does anyone know what the terms "over" or "under" refer to?
