This question is for the Sys Admins on this site.

I just found out that you get different login options and a totally different look and feel when you log into Webmail using IE then you do with Chrome.

In IE, you get more login options and you gain access to sent items/deleted items and Chrome you don't.

I was wondering if this was some type of licensing deal or Webmail is checking your browser and giving you a different user experience because some of its features are incompatible with Chrome.

Outlook and IE are written by Microsoft, they can share info between the two that they would not share with Chrome/Firefox/Opera etc.

I know in Firefox you can change the 'User Agent' which is the info that identifies the browser version. You might want to look into that for Chrome and maybe have it lie and say it's IE and see if it gives you the options you are looking for. It's entirely possible the options will be available but not work as expected.
