If I save an image from the internet and it says it's 400 x 600 - 70k, will it print out ok as an 8x10?

Nope. 8x10 @ 300dpi = 2400 x 3000, you could get away with 1200 x 1500. 600 x 400 will look cruddy even on a small photo (4x6) but may be passable.

A good print is at 300dpi......at 8x10 that is the dimensions the photo would need to be. But I've done 150dpi (1200 x 1500) that is acceptable. 8x10 and up is when you really have to be careful on the source.
 
what kmp said. A low-res image such as one you are talking about will look like absolute *** blown up to 8x10. It's just like upscaling Standard Definition video to higher resolutions. Sure, technically it IS a higher resolution, but its still the same source and it will look like crap.

If you want quality Tiffs are better less compression but then that makes the file large. When you see a 70k file that means the photo has been compressed and the dpi reduced so when you blow it up large you can see all the flaws.
 
72dpi is computer screen quality, 300dpi is print quality. After that, you need the ratios to match if you're printing borderless photos.

Many image programs will tell you what a photo is. (dpi, size, etc) If you don't have one, try Gimp. It takes some time to learn, but it's powerful and free.
