In about an hours time{or less}we received about 3 inches of rain Saturday morning. This is a Target that's about 3 miles from the house. It sits in a low area and always floods.

The storm came with pretty much no warning, wasn't even forecasted really. And asides Target shoppers aren't the brightest bunch.

I think it is just the way the pic is. I remember a tornado warning in 2013, this same area got around 10 inches of rain. The street was pretty much impassable and several businesses closed up early.
