Question about playoff seeding

I recall there being a change proposed regarding playoff seeding earlier this year. Not sure what the outcome was in the owners' meeting. The idea was to reward wildcard teams with a better record than a division winner. For instance, if Dallas gets the wildcard at 11-5 and is seeded no. 5. They would play the no. 4 seeded division winner with the weakest record. Let's say this is the Arizona Cardinals at 10-6. In the past, this game would be played in Arizona. But with the proposed change, the Cowboys would host this game by virtue of a better overall record. Does anyone know if this proposed rule change passed and whether it will apply this year?
