Need to hire a HC with "clout", one who the Jones Family respects that convince them change is needed the way they build and operate the team. Bellicheck/Saban are those who can come in and convince. An OC hire like Dabol who is expected to be fired by the Giants, has ties with both of them and would be a modern OC hire. Another big hire would be the OL Coach, need more of a modern approach.
Personnel
Offense
-Team has to upgrade their skilled positional players at both WR and the RB positions, they just don't have enough high-end talent. The receiver position is usually the deepest in the draft and easy to find, quality running backs usually are drafted on day 2, early day 3, why not draft 2. OL has young talent, they just need more experience. Release Steele and move forward with these lineman already on the roster. New scheme will help, but they need skilled players to improve this unit.
Defense
As I mentioned, much easier finding 3-4 personnel then it is finding 4-3 players. Certainly a defense would like to be able to play multiple, but you need the right players to achieve that. You start with adding big personnel along the DL and at Linebacker. Draft a blue chip, 1st rd DT then add a big linebacker later. Fa you look for 3-4 defensive lineman, ones who excels at stopping the run and occupying blockers, these players usually aren't too expensive on the open market. The franchise has to start treating the DL like the OL and give them premium resources.

Priority Needs: DT, WR, RB, LB
Secondary Needs-DT, S, T, RB
