Except for certain parts of Louisiana, Alabama and Florida the southeastern United States is pretty much open season to all comers. The vast majority of Texas recruits stay in state but that isnt the case with states like Georgia, Mississippi and South Carolina.

In 2013, the state of Georgia has the #1 defensive end in the country (Robert Nkemdiche), the #1 safety in the country (Vonn Bell), the #1 inside linebacker in the country (Reuben Foster), and the #1 defensive tackle in the country (Montravius Adams)....and they are all planning to leave the state.
think about that....
Georgia isn't a chopped liver program. It has great tradition and history and fan support so for them to continually lose top talent to OOS schools is simply unacceptable IMO.

Florida and LSU always lose great in-state talent to other southern schools. In 2010 I believe Florida only signed three of the top 10 players in Florida, and LSU routinely loses in-state recruits to Texas, OU, A&M, Auburn and Alabama. The only SEC school that truly owns their own state is Alabama, and they didnt before Saban got there and they started winning again.
