Safari for Windows?

The default settings for Safari Windows tabs automatically opens a new window when I click a link. I want the browser to open a new tab. When I set my tabs prefs, none of the tabs settings allows me to do that. I am not finding anything in the help file that helps me solve the problem.

Any idea's?

Here's a screen shot of my prefs window. Can't figure out why with the proper settings selected, that the browser doesn't comply.
