Some cheap free agent choices for Stephen

We know they really won't seriously consider top free agents. So taking them out of the equation who do you think Stephen might pry open his cheap hello kitty wallet to sign?

Here are some I am looking at.
Larry Ogunjobi DT- takes chances but with good coaching might take off
Taylor Rapp- S sure tackler
Kaden Elliss LB- productive, moves well, should be cheap, let him compete for a chance
Nelson Agholor WR- they lack experienced depth. Tolbert and Fehoko haven't been able to breakout into competent backup status much less someone to count on game day. Nelson isn't great but can probably outplay 1 or both of these guys.

I feel like everybody is overlooking Campbell. People talking about going after someone like Cooks or Hopkins. I'd much rather have a younger, much cheaper burner like Campbell and invest the savings on DT/OL
