From what I've read here, the refs decided to take a week off from screwing the Cowboys, apparently.

The main thing is cleaning up the penalties that are objective, like the pre-snap stuff, rather than subjective, like holding, PI, RTP, etc. Fix the dumb penalties like false starts, illegal shift, illegal motion, illegal formation, offsides, encroachment etc first.
