AKA: "Mechanically Separated Chicken"
First you take chicken and toss it in a machine that essentially grinds it up to separate any bones from the meat. The reason they do this instead of just slicing it off is that the machine recovers as much "meat" as possible, saves money in labor and materials.
They then take this stuff and then since it's covered in bacteria that could kill you otherwise, they soak it in ammonia. Obviously after that it tastes like crap, so they artificially flavor it before frying that bad boy for your consumption. Delicious!
