Yes it is.
I played on a golf scholarship. The school I went to had a Pro Golf Management program which was for golfers who wanted to run a pro shop at a course (among other things). So we had tons of golfers at our expense and probably a dozen or so who could compete with the other scholarship players.
Except our coach did everything he could to discourage players from trying to walk-on. And he would initially promise 2 players to walk-on, but always wound up with only 1 or no players walking on, just because he didn't want walk-ons.
For what reason...I have no idea.
And I found out that other golf coaches had the same mentality.

So in the world of big time college football (and basketball) where lots of money goes in to recruit star players, it's great to see head coaches appreciate the walk ons who work their butt off to pay to go to the school and attempt to join their football team.
More coaches from other sports could learn from that.
